[SCP173] SCP-173 can kill a player who has spawn protection

Description:
173 is able to kill players with spawn protection.
(tested with CI not sure if it also occurs with MTF)

Steps to reproduce:
- Have 173 near CI spawn (Within teleport distance)

• CI spawn and 173 has their teleport "ghost" ontop of the spawn
• CI spawns
• 173 teleports and instatly kills the player without having to wait for spawnprotection to deactivate
  What is supposed to happen: 173 is unable to kill the player and just teleports ontop of them
  What actually happens: 173 kills the player with spawnprotection
