Description

No matter how I change the time to spawn, there's no change in the game. Always takes 300 seconds to spawn and can't be shortened.

Steps to reproduce

First, I tried it on my own server by changing the config time longer or shorter; no changes happened in the game. I did restart my server after I changed then.

Then I tested this on the localhost(no plugins), spawn time still didn't have any difference.

What is supposed to happen

I set mini spawn time 180, max spawn time 280, then the spawn time should be in this range instead of always 300 seconds or even more.

What actually happens

NTF/CI wave spawn time can't be shortened.
