Description

This has been known in server host chats since about the start of August, but discord Webhooks are broken right now due to a Discord API change

Steps to reproduce

Run server

Set webhook URL and whatever else is required in config_gameplay.txt, try and make report to get 400 Bad Request

What is supposed to happen

The webhook works and sends to discord

What actually happens

due to api changes it fails with a bad request and doesn't send
