[Shotgun] Shotgun from 914 has infinite empty reload

Description

When obtaining Chaos Insurgency shotgun via SCP-914, it infinitely accepts ammo and does not shoot.

Steps to reproduce

• Get a crossvec or any weapon that could be converted into CI shotgun;
• Set a SCP-914 to Very Fine;
• Get a CI shotgun and some ammo;
• Press R to reload;

What is supposed to happen

Ammo count in shotgun weapon item should increase and shotgun should fire

What actually happens

Ammo count does not increase, shotgun does not reload
