Game stuttering with fine FPS and ping

Description
The game keeps stuttering even with low ping and a high FPS. My character just starts walking really slowly then "catching up" with the game server by teleporting, even though I haven't got high ping.

Not sure what causes it, possiblities:

What is supposed to happen
I sprint and move in a fluid, consistent fashion
What actually happens
I move incredibly slow, occasionally teleporting forwards.
